    No. 17/86/93-TD:- In pursuance of the Government of India, Ministry of Welfare, New Delhi vide their Resolution No. 12011/7/95-BCC dated 24^th May, 1995, the Governor of Manipur is pleased to order all the District Magistrates/Deputy Commissioners in the State to issue OBC Certificates to the persons/sections (including sub-caste/synonyms in the common list(s) seeking OBC Certificates).  

    2. Further, all the District Magistrates/Deputy Commissioners are also to certify that he/she does not belong to persons/section (Creamy Layer) mentioned in column No. 3 of the Schedule to the Government of India, Department of Personnel & Training O.M. No. 36012/22/93-Estt (SCT) dated 8-9-1993.
